“more capacity”: Consultation on the marketing procedure to begin

Transmission system operators present standard preliminary agreement on website

Düsseldorf/Hanover/Kassel/Leipzig. With regard to the binding marketing of capacities as part of more capacity next year, the transmission system operators (TSOs) Fluxys Deutschland GmbH, GASCADE Gastransport GmbH, Gasunie Deutschland Transport Services GmbH, NEL Gastransport GmbH and ONTRAS Gastransport GmbH will begin a four-week consultation on 5 August 2016, 9 am. On the website www.more-capacity.eu, interested transport customers have the opportunity until 2 September 2016 to state their position on the standard preliminary agreement and Supplementary Terms and Conditions of Business. 

The capacities requested to date in a non-binding market survey in the summer of 2015 are to be marketed in parallel auctions on the European capacity platform PRISMA. By concluding a preliminary agreement, transport customers can affirm their interest in contracting existing and new capacities.

The objective of the preliminary agreements is to give transport customers security that the desired capacities will actually be offered in the auctions in March 2017. Conclusion of preliminary agreements also means that more capacity TSOs can optimize allocation of existing and new capacities and ensures economically sensible expansion of the network. Existing capacities will be awarded as a matter of priority to enable as efficient as possible expansion of the network. Marketing of new capacities is regulated in the Supplementary Terms and Conditions of Business, which are also the subject matter of the consultation. 

As a complement to the network development plan (NDP) process, the more capacity initiators GASCADE, Gasunie Deutschland and ONTRAS conducted a market survey from 21 August through 16 October 2015, to determine the need for new transport capacities for H gas along the boundaries of the GASPOOL market area. The aim was to project future demand for new cross-market-area transport capacities as early and as realistically as possible in order to support the expansion of the gas pipeline infrastructure in line with the European internal market and supply security. Eight market players submitted 73 individual inquiries relating to both freely allocable capacity (fac) and dynamically allocable capacity (dac). The inquiries extend to the year 2041. Fluxys Deutschland has also participated in more capacity since April 2016; NEL Gastransport since July 2016.
